Negotiations for this historic cycle are thus closed. The Council of Care Unions negotiated jointly for the first time after the government legalized the creation of the four health social councils in 2015. The process required the integration of collective agreements from four different unions into an agreement for the Nova Scotia Health Authority and one for the IWK Health Centre. The trial that led to this sentence began almost two years ago, when the Council of Public Health Unions began negotiating 16 collective agreements for the IWK and one for the NSHA. Negotiations have made steady progress, but employers have also made significant concessions. The employer is seeking concessions that unions think directly contradict Prime Minister Stephen McNeil`s assertion that health care workers would not lose benefits because of the merger. The members of the health unit who voted – voted 93% in favour of a strike, McNeil`s Liberal legislation prohibits health workers from striking until a key service agreement is reached and it has not yet been negotiated. Earlier this month, the Council of Trade Unions presented employers with a comprehensive essential services plan. Employers` delay in securing a key service agreement has limited the leverage of unions at the bargaining table. This is all the more the reason why all workers are calling for a strike warrant. The process of obtaining this distinction and the collective agreement was unique. The members of the four bargaining units voted overwhelmingly in favour of further mediation and conciliation in order to obtain their first collective agreement under the new collective agreement. Collective agreements on health care, administrators and nurses have been previously recognized by Kaplan`s collective agreements.
The award was given for health promotion following negotiations with the employer that began at the end of August 2018. As you know, the conciliation agreement between the four unions (NSGEU, NSNU, CUPE and Unifor) and the Nova Scotia Health Authority and IWK Pediatric Hospital will conclude by the end of 2018 all collective agreements for the four collective agreement units in the professions, health, support services and administration. Yes, each council will be around the table, with an accelerated timetable with deadlines to conclude any agreement by the end of the year. By the end of the year, the mediator/arbitrator would give a final and binding arbitral award for all outstanding issues. If there is no agreement on sickness and pension benefits through the negotiation or mediation process, the arbitrator must accept the status quo, as the Department of Labour and Training has appointed Christina Browning as a conciliator in past agreements and meetings are scheduled for November 9, 10 and 16. Given the complexity of the task and the fact that unions and employers are far apart but the process is progressing, mediation should take more than these three meetings. The EU Council of Negotiators is continuing its efforts to reach a substantial agreement on services so that the Council can start working together, but the employers` negotiators for essential services were eliminated this summer.
